Railway Penalty Rules: Indian Railways updates fines for ticketless travel and unauthorized entry

Indian Railways has updated its penalty rules under the Jan Vishwas (Amendment of Provisions) Act 2026. These changes aim to reduce unauthorized travel and improve discipline on trains and stations. While some rules started on June 20, 2026, many other provisions will be strictly enforced from July 1, 2026.

What are the new fines for passengers?

The Ministry of Railways issued a gazette notification on June 19, 2026, to implement these changes. The minimum fine for traveling without a ticket has been doubled from ₹250 to ₹500, effective from June 20, 2026. If a passenger uses someone else’s ticket, that ticket will be taken away, and they must pay the full fare plus a ₹500 penalty.

What is the penalty for other offenses?

Offense Penalty Amount
Unauthorized entry in Women’s Coach ₹2,500
Carrying prohibited/dangerous goods ₹10,000 (Minimum)
Unauthorized hawking or begging ₹2,000
Nuisance or drunken behavior ₹1,000
Trespassing in passenger areas ₹500

Railway officials stated that these stricter rules will act as a deterrent. For offenses like begging or hawking, repeat offenders may face up to one year in prison. Similarly, intoxicated persons can be removed from the premises and may face 24 hours of imprisonment.

What happens if a passenger refuses to pay?

If a passenger fails to pay the fine and the applicable fare, the case will be referred to a competent court. This could lead to legal proceedings and potential imprisonment. The Railway Board has already informed all zonal railways to ensure these rules are strictly followed by TTEs and other staff.
