Indian Railways has reiterated its commitment to passenger welfare by detailing the protocol for complimentary meals and ticket refunds during train delays. These policies are designed to protect travelers on premium services such as Vande Bharat, Rajdhani, Shatabdi, and Duronto, while new booking guidelines aim to streamline seat availability across the network. Key updates for passengers include:
- Free meals and water are provided to passengers on premium trains if the journey is delayed by two hours or more.
- A full ticket refund is available if a train is delayed by three hours or more or if the route is significantly altered.
- Stricter cancellation rules, effective April 1, 2026, now apply to confirmed tickets.
- The upgraded Passenger Reservation System and RailOne app enhancements are improving the overall booking experience.
Guidelines for Delays and Refunds
For passengers traveling on premium trains, the provision for free meals applies specifically to those who have pre-booked their meals. The menu is determined by the time of the delay; for example, breakfast or tea may include bread, butter, biscuits, and juice, while lunch or dinner consists of a full meal. For those opting to cancel due to significant delays, online tickets can be refunded via the original platform, whereas physical tickets must be surrendered at railway counters for a refund.
Updated Ticket Cancellation Rules
To curb the misuse of the booking system, Indian Railways introduced updated cancellation guidelines on April 1, 2026. Under these rules, no refund is provided if a confirmed ticket is cancelled within eight hours of the scheduled departure or if a passenger misses the train. For earlier cancellations, a 50% deduction applies between 24 and 8 hours before departure, and a 25% deduction applies between 72 and 24 hours. Passengers receive the maximum refund if they cancel more than 72 hours before the train departs.
Infrastructure and Service Enhancements
Beyond refund policies, the national transporter is modernizing its digital infrastructure. Since August 2026, an upgraded Passenger Reservation System has been in operation to increase booking capacity. Additionally, to improve catering standards, the IRCTC East Zone has mandated the presence of a dedicated onboard manager in every train equipped with a pantry car to resolve passenger grievances in real-time. For tech-savvy travelers, the RailOne mobile application continues to be a vital tool, boasting over 3.5 crore downloads and an AI-based waitlist confirmation prediction feature with a 94% accuracy rate.
