Russia Plans New Railway Freight Routes Connecting Belarus and Pakistan via INSTC

The Russian Ministry of Transport is actively working on an ambitious plan to establish new rail freight routes connecting Belarus and Pakistan. This initiative is designed to integrate these nations into the International North-South Transport Corridor (INSTC), a massive 7,200-kilometer multimodal trade network. By leveraging this corridor, Russia aims to create a direct land-based logistics link to South Asian markets, significantly boosting regional trade connectivity.

Key details of the proposed rail initiative include:

• Development of direct rail freight services between Russia, Belarus, and Pakistan.

• Integration into the existing INSTC framework to enhance trade flow.

• Ongoing negotiations between railway administrations regarding technical and logistical feasibility.

• Plans to conduct comprehensive test shipments once infrastructure readiness is confirmed.

• Coordination on cargo specifications, tariff structures, delivery timelines, and transit agreements.

Expanding the INSTC Network

The International North-South Transport Corridor (INSTC) is a critical infrastructure project stretching 7,200 kilometers, designed to connect St. Petersburg in Russia to the Mumbai port in India. The network utilizes a combination of rail, road, and sea routes categorized into three distinct paths: Trans-Caspian, Western, and Eastern. This route structure is vital for creating a reliable supply chain that bypasses traditional, longer maritime routes.

Infrastructure Progress and Future Outlook

Progress on the corridor is gaining momentum. In May 2023, Russia and Iran reached a landmark agreement to complete the final rail section of the Western route—the Rasht-Astara section in Iran. The project is estimated to cost 1.85 billion dollars, with Russia contributing 1.5 billion dollars and Iran covering the remaining balance.

Currently, the Russian Ministry of Transport is working closely with Pakistani officials and transit countries to finalize the operational details. Once the necessary agreements are in place and the infrastructure is fully prepared, the authorities will release a finalized schedule for the freight services. These test shipments, spanning both Russia-Pakistan and Belarus-Pakistan routes, will be the final step before the service becomes a regular feature of international rail logistics.
