In a move aimed at enhancing passenger comfort and addressing long-standing grievances, Indian Railways has officially mandated that all passengers traveling under the Reservation Against Cancellation (RAC) category in AC coaches will now receive a full individual bedroll kit. This policy change ensures that RAC travelers, who were previously often denied or forced to share amenities, are treated with parity alongside confirmed ticket holders.
- Full individual bedroll kits are now mandatory for all AC class RAC passengers, excluding AC Chair Car.
- The kit includes two bedsheets, one blanket, one pillow, and a face/hand towel.
- The directive was issued by the Railway Ministry on August 4, 2026, with implementation taking place between August 5 and August 7, 2026.
- Passengers can report any non-compliance to the onboard TTE or via the Rail Madad Helpline at 139.
Ending the Era of Shared Amenities
For years, passengers traveling on RAC tickets in AC coaches faced significant inconvenience, as they were often left without proper bedding or expected to share kits despite paying full fare for their journey. The Railway Board has officially acknowledged that RAC ticket holders are legitimate passengers entitled to the same basic facilities as those with confirmed berths. By standardizing this service, the Railways aims to eliminate unhygienic practices and improve the overall travel experience for those waiting for seat confirmation.
Strict Compliance and How to Report Issues
The new directive has been communicated to all concerned staff, including Travelling Ticket Examiners (TTEs) and onboard housekeeping personnel, with instructions for strict adherence. The Railway Ministry emphasizes that there should be no discrepancy in the distribution of these kits. If a passenger finds that they have not been provided with their individual bedroll kit upon boarding, they are encouraged to immediately approach the onboard TTE. For further assistance or to register a formal grievance, passengers can utilize the Rail Madad service by dialing 139, which remains the primary channel for resolving onboard service issues efficiently.
