Indian Railways has implemented strict rules regarding passengers travelling in AC and Sleeper coaches without valid reserved tickets. Many passengers often sit in empty seats of higher classes using a general ticket, but this can lead to heavy penalties. These rules are part of a larger effort to control crowding and improve passenger convenience starting from June 1, 2026.

What happens if you travel in AC or Sleeper with a general ticket?
If a passenger with a general ticket is found travelling in an AC or Sleeper coach, the TTE will recover the difference in fare along with a penalty. Even in emergency situations, travelling in these coaches without permission is not allowed. TTEs have confirmed that simply seeing an empty seat does not give a passenger the right to occupy it without a valid ticket or official upgrade.
New rules for waiting list and ticket booking
From June 1, 2026, waiting ticket holders are not allowed to travel in Sleeper or AC coaches and must use the general coach. The Advance Reservation Period (ARP) has also been reduced from 120 days to 60 days. To manage crowds, the Railway Board has set a strict limit on the number of waiting list tickets issued for these classes.
