Indian Railways introduces eight major reforms to boost logistics and project efficiency

Indian Railways has launched a fresh wave of structural changes under its ambitious ‘Reform Express’ initiative. Unveiled by Rail Minister Ashwini Vaishnaw between July 14 and 16, 2026, these eight reforms are part of a strategic roadmap to achieve ’52 reforms in 52 weeks.’ The primary goal is to modernize the national transporter, enhance transparency, and encourage greater private sector participation in freight logistics and infrastructure development.

  • Implementation of a simplified, per-tonne-per-kilometer freight pricing structure.
  • New skill certification standards for project artisans.
  • Stricter financial and legal criteria for railway construction tenders.
  • Permission for industries to design custom freight wagons subject to RDSO approval.

Streamlining Freight and Logistics

One of the most significant changes is the Integrated Container Operator License. This replaces four previous categories with a single, pan-India system. Operators can now secure this license for a non-refundable fee of ₹25 crore, valid for 20 years. Furthermore, the railways is shifting away from traditional open wagons for perishables and sensitive goods. Products such as fertilizers, petroleum, food grains, flour, and pulses can now be moved in specialized containers. This transition is expected to significantly reduce pollution, minimize contamination, and allow for more flexible delivery schedules.

To further simplify operations, the complex 50-slab freight structure has been scrapped for fertilizers and food grains. It has been replaced with a transparent per-tonne-per-kilometer pricing model, making it easier for private players to plan logistics.

Enhancing Execution and Quality Standards

The reforms also focus heavily on project delivery. Under the Rail Kaushal Vikas Yojana, a new skill certification framework will be rolled out over the next 24 months. This initiative ensures that artisans, such as welders and plumbers, meet standardized quality benchmarks for all railway projects.

To ensure project timelines are met, the Railways has tightened its contracting criteria. New rules mandate a 10% advance performance security for bidders. Crucially, any entity with pending litigation exceeding 50% of their total assets will be disqualified, effectively weeding out non-serious players. Additionally, industries are now empowered to propose their own freight wagon designs. Once these designs are evaluated and approved by the Research Designs and Standards Organisation (RDSO), they can be deployed, paving the way for industry-specific, customized logistical solutions.
